Charges (or Ability Charges), are stored uses of Hero abilities. When an ability with charges is used, it will deplete one of its charges. When it an ability has ran out of charges, it cannot be used until more are accrued.

Restoring Charges

As long as an ability does not have its maximum number of charges, it will passively restore charges over time. An ability's cooldown represents the length of time it takes to restore a single charge.
