Afflicting an enemy with Siphon places the effect on a per-user cooldown of 0.8 seconds. Each stack of Siphon lowers the maximum health of affected heroes by 55.
Each stack of Siphon will always remove 55 max HP from afflicted targets, but the flat damage dealt may interact with certain passives (tested at half HP to visualize damage dealt independently from max HP loss).
