The Tunnel Rats are an underground (both figuratively and literally) group that assist the black market that operates between the "boroughs", using a network of underground tunnels.
A quote from Mo & Krill's background: "The Tunnel Rats, a group that help facilitate illicit trade and commerce between the boroughs thanks to a network of underground tunnels."[1]

Mo & Krill act as enforcers for The Tunnel Rats, punishing anyone who disrespects the group. They oppose the gangs who occasionally try and exploit the tunnel system.
